In the field of industrial safety, "experience" and "verification" are two completely different concepts.

Experience is: We've used this solution for many years without major problems. Verification is: This solution has undergone standardized testing, and its performance under specific conditions has been quantifiably proven.

Why Is "Experience" Not Enough?

The characteristic of industrial safety accidents is: low frequency, high consequence.

Precisely because accidents occur infrequently, "empiricism" has room to survive — most of the time, non-compliant solutions don't cause problems either. But once problems occur, the consequences are often catastrophic.

Survivorship bias plays a role here again: we see the cases where "nothing happened," not the lessons from cases where "something did happen."

More importantly: industrial environments are changing. New processes, new materials, and new energy forms (such as large-scale energy storage) bring new risk scenarios, and past "experience" may be completely inapplicable.
